Is this Red coloring suitable for fondant or royal icing?

Red is an oil-soluble coloring formulated for fatty preparations: melted white, dark, or milk chocolate, cocoa butter, ganache, and buttercream. It is not designed for water-based preparations such as royal icing or fondant worked with water, as it will not disperse properly in them. Reserve it for fatty bases, especially for Christmas creations and Valentine's Day decorations.

Can Red be mixed with another Colour Mill shade?
